- 1 cup powdered sugar

Instructions
- Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
- In a bowl, whisk together flour, cocoa powder, baking soda, and salt.
- In another bowl, cream the butter and granulated sugar until light and fluffy.
- Add the egg and vanilla extract, mixing until combined.
- Gradually add the dry ingredients, mixing until just combined.
- Drop spoonfuls of batter onto the prepared baking sheet.
- Bake for 10-12 minutes, then let cool completely.
- Spread raspberry jam on half of the cookies, then top with the remaining cookies.
- In a bowl, mix powdered sugar and milk to create a frosting, then spread on the whoopie pies.
Notes
- For a richer flavor, use dark cocoa powder.
- Try adding chocolate chips for extra indulgence.
